State-Owned and Private Enterprises Dialogue Held at North Star Recycling: Forging Collaborative Innovation and Green Future Together

Coinciding with the formal implementation of the Law on Promoting the Private Sector Economy, the special session of "State-Owned and Private Enterprises Dialogue" hosted by the Qingdao Municipal Bureau of Private Economy was successfully held at the North Star Institute of Advanced Recycling Technology on the afternoon of May 20. Bureau Director Guo Zhendong attended and addressed the event, while Li Xiaofeng, Member of the Bureau’s Party Leadership Group and Deputy Director, presided over the session. Representatives from Huagong Group’s affiliated companies, Shandong Industrial Technology Institute (Qingdao), and the Qingdao Carbon Neutrality Consortium were present. Dr. Zhang Tao, Chairman and General Manager of North Star Recycling, along with other delegates participated in the event. Through field tours and roundtable discussions, participants explored pathways for high-quality development of the private economy and synergies for industrial chain collaboration.

 

 

The Standing Committee of the 14th National People's Congress passed the Law on Promoting the Private Sector Economy on May 30, which took effect on May 20, 2025.

Attendees unanimously noted that "the North Star visit has reshaped perceptions of the recycling industry and reinvigorated understanding of the green economy."

He noted North Star Recycling has partnered with multinationals like Siemens and Linde Group to export technological solutions to Europe and the Middle East, pledging to "further expand global presence leveraging legal safeguards."
